A. Introduction to the Removable Pressure Equipment Directive

Since May 28, 2002, pressure equipment products sold to the EU market must comply with the Pressure Equipment Directive PED certification (Pressure Equipment Directive, PED, 97/23/EC). TPED applies to the type approval assessment, manufacturing supervision, initial and periodic inspection, conformity reassessment, and internal inspection service supervision of portable pressure equipment and vessels. The Directive is also oriented towards small components of pressure equipment and applies to road (ADR - European Agreement concerning the International Carriage of Dangerous Goods by Road), rail (RID - International Regulations for the International Carriage of Dangerous Goods by Rail) and inland waterway transport (AND - European Agreement concerning the International Carriage of Dangerous Goods by Inland Waterway).

The Directive 2010/35 / EU of the European Parliament and the Committee on Transportable Pressure Equipment (2010 TPED) aims to facilitate the free movement of transportable pressure equipment (TPE) within the European Community (EC). It provides a legal structure whereby TPEs can be manufactured and sold and used throughout the EC without having to go through a local approval system in each member state. Free movement is also available in non-EU member states such as Iceland, Switzerland, Norway, and some countries in Australia and Africa are also commonly recognized.

Second, what is the TPED Directive?

The Mobile Pressure Equipment Directive (2010/35/EU) replaces the original member states' respective access systems with a unified certification scheme for the design and manufacture of mobile pressure equipment and conformity assessment requirements, applicable to all EU member states. The TPED Directive is under the framework of the EU CE certification, which means that TPED certification is the CE certification of mobile pressure equipment.

Three, TPED scope

Chapter 6.2 of the ADR (for example, transportable cylinders, tubes, pressure drums and cylinder bundles, chemicals under pressure, closed cryogenic containers, small containers containing gases)

Chapter 6.8 of the ADR (e.g., stationary tanks, removable tanks, battery trucks, tank containers, tank exchangers, and multi-element gas containers).

The Directive also covers the transport of specific dangerous goods other than those listed in TPED 2010 Annex 1 for Class 2

The π mark is equivalent to the CE mark. the PI mark implies compliance with TPED and ADR/RID/AND requirements.

The CE marking on pressure equipment or the PI marking on removable pressure equipment makes your equipment comply with the requirements of all relevant directives and technical standards. However, this may not be used as a safety mark or quality symbol.

V. Main contents of TPED

1. conformity assessment of newly manufactured mobile pressure equipment placed on the EC market (referring to those manufactured after July 1, 2001); assessment of the technical requirements for ADR and RID;

2. conformity assessment of newly manufactured mobile pressure equipment placed on the territory of member states; the technical requirements for the assessment are ADR and RID;

3. re-evaluation of existing mobile pressure equipment (meaning manufactured before July 1, 2001); the technical requirements for the evaluation are ADR and RID;

4. the first review of qualified mobile pressure equipment for periodic inspection, to confirm that these mobile pressure equipment is still safe, meet the requirements of the standard, can be reused;

5. review mode A, A1, B, B1, C1, D, D1, E, E1, F, G, H, H1 and other 13 (the same as the Pressure Equipment Directive 97/23/EC);

6. accreditation and re-accreditation must be carried out by authorized inspection bodies (NOTIFIED BODIES) and approved inspection bodies (APPROVED BODIES); accreditation and must be printed or affixed π mark and identification number of the accreditation body.

7. all member states must translate the requirements of this directive into national regulations and make all preparations for mandatory implementation on July 1, 2001.
